Mobile home permits in Florida, explained.

A manufactured-home permit is approved or denied on a handful of deterministic checks. None of them are guesswork: each ties to a specific rule. Here is what every Florida county and city is looking at, and where packets get stuck.

The pieces every jurisdiction checks

Zoning and district useCounty LDC / city code
The parcel zoning district must allow a manufactured home. Some districts allow it by right, some by special-use permit, some not at all.

The home must sit inside the front, side and rear setbacks for that district, measured to the property line or right-of-way.

The home must be rated at or above the site wind zone. Florida has Wind Zone II and Wind Zone III counties.

In a special flood hazard area, an elevation certificate and proper anchoring/elevation are required.

On a private system, the well must be at least 75 ft from the drainfield.

From a lot to a certificate of occupancy

STEP 1
Confirm the parcel can take the home
Check the zoning district and whether a manufactured home is allowed, and confirm the home fits inside the setbacks after the septic and well separations.
STEP 2
Assemble the packet
Site plan, blocking and anchoring, the HUD data plate, the Notice of Commencement and the county or city worksheet, each meeting the current local requirements.
STEP 3
Submit, clear review, inspect
File with the right jurisdiction, answer any comments, pass inspections, and reach the certificate of occupancy.

Who pulls the permit

A state-licensed manufactured-home installer pulls the permit and is responsible for the set (FS 320.8249). The dealer, the buyer or the transporter coordinate around it.
